Filing Process for IR 4 Adoptions

  Would our adoption be available for the tax credit in 2011, even though our re-adoption in the state of GA has not been completed yet? We have obtained social security numbers for our children, but an unexpected delay with our attorney has led to a late filing, which means it will be at least January before we can meet with the judge.

  I would be interested to know also if you are still required to finalize before you claim any adoption expenses for domestic too. I know the tax credit in 2012 is changing and then changing even more dramatically in 2013. Do you know for sure if it is no longer refundable if you finalize after 2011?

  What is considered the finalization for claiming the adoption expenses? You cannot claim any expenses until that point, even if the adoption process spans more than one calender year?
